02/06/19 -- 0666H03.16H (Amendment HA2 to HB 188) -- Requires Prescribers to Utilize the PDMP System in HB 188
Introduced by Representative Jason Chipman (Republican - District 120), this amendment requires that all doctors utilize the Prescription Drug Monitoring Program (PDMP) outlined in HB-188, and includes penalty provisions if they fail to do so. He argued that in order for PDMP to be at all effective, everyone must be mandated to utilize it.
I voted yes on this amendment not because I wish to impose this mandate on doctors, but because the original sponsor of the underlying bill, Holly Rehder (Republican - District 148) made it clear that if this amendment were to pass, it would prove unpopular enough that it would kill the bill's chances of passing. Since I oppose HB-188 and PDMP in general, I supported this amendment in hopes that it might scuttle the bill's future.
As it turned out, this amendment failed to garner enough support to pass, and it was defeated on a roll call vote.
