Explanation: 

HB 441, introduced by Representative Travis Fitzwater (Republican - District 49) simply allows for an administrative process to remove complaints from the permanent records of psychologists, when the complaints in question were filed by inmates previously adjudicated as unfit to stand trial.  The complaints would still be reviewed for their merit, but this bill would allow a dismissed claim to be removed from the psychologist's record so they won't follow them to future employers.  This bill made sense to me, as it stands to reason that if a dismissed complaint was filed by someone whom had previously been determined to not be mentally fit even to stand trial, such complaints probably shouldn't bear the same weight on someone's record as those made by someone the court determines is competent.
