Explanation:

HCS HB 1094, introduced by Representative Dean Dohrman (Republican - District 51) prohibits late payment penalties for certain income tax payments for 2018.

This bill was filed in response to the well publicized error by the Department of Revenue regarding the calculation of tax withholding for the 2018 tax year.  Due to the error, many people did not have enough taxes withheld from their pay.  Despite their taxes not actually increasing, they were still left with an unpleasant and unexpected tax bill at the end of the year that was in many cases much larger than expected.

This bill addresses this issue, and recognizes that when the government messes up, the taxpayer shouldn't have to pay a penalty as a result.  The bill doesn't actually decrease anyone's taxes (unfortunately), it simply gives them a bit longer to pay without penalty to give them time to come up with the extra money.
