HCS HB 1162, introduced by Representative Louis Riggs (Republican - District 5) requires the Missouri Department of Economic Development to maintain a list of Federal grants related to expanding rural broadband access, and if an applicant is unable to complete the requirements (and therefore loses the grant), the department must take steps to help locate a suitable replacement applicant so that the project is completed.

I'm still on the fence regarding rural broadband incentives -- I'm inclined to be against them so long as service providers are treated like fully private entities and not public utilities.  That said, this bill only relates to existing Federal grants, so I don't really see any harm with having one of our departments keep on top of them to make sure there aren't halfway finished projects floating around.
